Pentagon Pundit Scandal Broke the Law

The concept behind agencies like the CIA, NSA, etc is centralizing information so that using it is as effective as possible and it’s easier to be looked at/constrained by Congress, the American people, etc. But what is odd, is that it is anything but these days. Each project has it’s own security access levels, and there is no uniform format to which anyone can get all information per project up to their security level in another. Yes, there are logical reasons for this, but when it comes to certain projects/groups within these agencies, they become rogue, so isolated they end up working under their own code of ethics, not under the code of the law. And here is a smidge of proof, if in fact you needed any, lol.
